Im not sure where you're getting this idea that Chip was hamstrung by administrators. Why would he be any more hamstrung than Mora?
Chip had great bargaining power over UCLA when he was hired. He could have easily dictated reasonable recruiting parameters to the school, at least as good as Mora's.
For example, it appears that Chip negotiated a huge increase in expenditures on nutrition, as was documented in an LA Times article I have linked in the past.
The problem with Chip was that he was lazy. Lazy recruiting even pre NIL, lazy hiring of assistants.
