I guess I'm not following you. But I'll try to answer.
Recruiting did not fall off a cliff after 2021. The 2022 class (1st in NIL era) was ranked 29 and the 2023 class #25. These classes were heavy on transfers, though. Of course the 2024 class was a disaster.
Chip's worst classes were early on in his tenure, and he was never able to get out from under it. Chip signed very few true impact or really highly coveted guys out of high school. He signed a lot less 4 star guys than we were used to (I'd guess about a 50% reduction in 4 stars), and almost no 5 stars (I think Moore was the only one). And overall, based on offers received, his 3 star recruits were just less coveted than we were used to.
