The Chancellor has given Jarmond these objectives in more or less this order:

1) Balance the budget
2) No scandals
3) Graduate players
4) Win

Winning is #4 on the list of priorities. These are not the priorities of the fans, but the fans didn't hire Jarmond.

And with the B1G TV money, winning is not necessary to balance the budget.
