Other than Miami, I don't know what other schools have an off campus stadium, so I can't answer that question.
But, UCLA could put some effort into it. Have free buses that go from school to the RB and back. If they're not doing this, they should be. The students ought to be able to buy tix online. So, if they had free transpo to and fro, you could spontaneously decide to go to the game w/ your friends. Then have a student zone for tailgating with music, free hotdogs and softdrinks. Easy, not that expensive, and impactful.
