I think the biggest problem facing cfb is financial disparity.

So here are some ideas:

1. Cap the $ that can be spent on fb coaches and staff. This will reward good management. Ncaa can help negotiate that. The $ will be adjusted for COL in each region.

2. Pay the players. Pay the top 100 guys 20k per year each. That's $2 MM in expense. Then have another $500,000 for discretionary payout to players. Maybe the QB gets a little extra. Or the best OL. If a guy agrees to take the money this upcoming year, then he agrees to stay for the next year. If you don't take the money, then you can transfer (two windows of time per year). Make the money adjusted for col of each school's metro area.

3. If a p5 school doesn't want to incur these expenses, then they can stay out of the new subdivision. There will still be football for g5 and fcs schools.

4. Let the ncaa take the point on negotiating the Super64 tv contract, maybe with Amazon. The ncaa handles the tv contract for the men's bball tournament. That seems to make a lot of money. The tv money gets shared evenly across all 64 schools.

5. It's clear to me that cfb is replete with cheaters. We need cops to keep the criminals from stealing the good citizens. The ncaa can play this role.

6. The players are still students at their school. The team still belongs to that school's AD. The game day revenue and expenses belongs to each school.

7. Relegation: win 2 or fewer games, and you get moved down. But if a school is in a top 10 media market, you CANNOT be moved down. The tv contract depends on having teams in the major media markets, even if those teams struggle.
