Yes, it's already there at some level, but that top pool will continually shrink. At the end, you will have created a system where championship goes back and forth between say, Alabama and Ohio State year after year. I'd suggest that that is not a good outcome for the sport.
Salary cap at least makes an attempt at making it less likely that we have runaway programs. (Sometimes what is the best for individual programs is not good for the whole system in the long run.)
