What don’t you understand? A collectively bargained agreement (CBA) will establish all the rights and obligations between the universities (or owners depending on structure) and players (employees). It’s how nfl, mlb, nba operate.

It will provide how revenue is divided, health care, all the economics, how and when players can transfer, how long they have to stay (although that is difficult because most will want to go to the NFL), academia requirements, basically everything between owners and players.

There will be no need for thr NCAA because there will be a strong commissioner (Saban for example or Oliver Luck). Thr will also be an agreement between universities. The key will be a strong commish.
