I think the rule is there to prevent teams from faking injuries

to stop the clock with less than 2 minutes. If there is an injury requiring assistance, then they are supposed to run off 10 seconds, but in this case, Texas declined the runoff.

It's strange that the well intentioned rule can also penalize the team trying to run time off.
