How does it stop a team from faking injuries?

If the clock is running, you are behind, and have no time outs, the other team can run 40 seconds off the clock.

If you fake an injury, even with the 10-second runnoff, you save 30 seconds if they don't restart the clocks. If this is the rule, it ENCOURAGES faking injuries to stop the clock.
