So why exactly did Hur resign?

Someone more legally inclined than me? Lots of reports he was assuming he would be disciplined for violating DOJ standards with his politicized reporting but is it that simple?

I'm assuming he got paid by the GOP so he didn't need the money but was he actually going to face some sort of actual discipline if he stayed at DOJ?
