If he was still a DOJ employee he couldn’t have worked with House Republicans and would have been bound by DOJ rules and instructions.

He did it to help Trump.

It didn’t work out because he got caught in a bunch of lies and mostly beclowned himself, but he is a Republican political operative who was appointed by Trump to US Attorney, clerked for Rehnquist etc.
