Competent executives put their new people in place when they have them in place. They don't just fire people and keep the spot open for an indeterminate period of time. If the job is worthwhile, it should be filled at all times without long gaps.
The fact that he apparently resigned as GM and wasn't fired means he took one look at the new regime and how they want to operate, saw a mess and resigned. Not a good look.
Until proven otherwise, that has to be the most likely scenario.
