Chip wants to win an NC. tOSU is committed to winning an NC. Ucla is not. Chip doesn't have many years left to accomplish the only goal he has left in cfb. He didn't want to waste them at Ucla, given that jarmond made it clear to him that the money for assistant coaches won't be there.
