It was argued Chip had turned the corner, and then Dante Moore as the shiny new toy and anointed savior made it seem like maybe Chip would actually start recruiting some talented players.
The Times's article you reference is quite specific, "The new contract rewards Kelly for compiling a 17-8 record over the last two seasons while retaining a reasonable buyout should the Bruins struggle in making the transition to the Big Ten in August 2024..."
"Kelly’s buyout calls for him to receive $8.5 million if he’s dismissed before December 2023 and $4.27 million if he is terminated before December 2024. That amount drops to zero in December 2025."
You don't have to squint too hard between the lines to see how lukewarm an endorsement the extension was. Kelly surely didn't have to squint at all since he had already talked to Cincinnati, if that truly is the case.
One guy on the radio saying, "That's a fact!," no matter how well connected he is, doesn't make it so, but if it is, it only bolsters the case that Kelly's days were numbered, and both he and Jarmond knew it.
