It's the same logic that caused us to get rid of Glass Steagall which allows banks to invest in riskier investments on monies protected by FDIC. When the banks make money, they keep it. When they lose it the government pays.

It assumes we are smarter now and that current investors can make a higher return. Of course, we know that whenever giant pots of unregulated money are given to the banks, they will find a way to gamble that money to their advantage and push off the risk to the government.
