... has no trouble hiring a big name: bill O'Brien. Even though BOB had just recently joined tOSU.

If BC (BC!) can hire a guy like BOB in February, why couldn't Ucla?

Is bc's roster talent for 2024 that much better than Ucla's? I doubt it.

Is bc's fan support that much better than Ucla's? Yeah, probably. Even in 2022 when Ucla was scoring 40 a game, less than 30k people attended 3 of 8 Ucla home games, costing Ucla one big time recruit (RodRob). It's hard to imagine bc fans being more apathetic than Ucla's "fans". But is shiitty fan support a reason a hot OC who wants to run his own shop would turn down a $5 MM gig?

Is admin support for football at BC that much better than admin support for football at Ucla? The inside story from a tOSU source is that chip gave jarmond a proposal for needed changes at Ucla to enable Ucla to compete (more $ for assistant coaches, more $ for recruiting, etc), and jarmond said "no". So chip hired Billy fessler for 75k/ year or so (a pretty major f u to jarmond) and started looking to make a move. So yeah, university support for football at bc is more serious than it is at Ucla. They hired Bill O'Brien in February and we hired DeShaun Foster in February. If that doesn't prove it, I don't know what does.
