That's the point,right? He gets called a bad recruiter because he doesn't prioritize HS recruits and this is antithetical to the 247 and Rivals business model which needs HS recruiting as a revenue source. So, Chip is on the wrong side of the media income streams and he gets skewered.
He couldn't do both portal and HS NIL spending because he didn't have the money to support it. That NIL deficit was created by Ucla protecting WAF and their own monetary interests, tardy formation and poor management by MoW, the inherent difficulty of football NIL, and cheap and disinterested Ucla fans, mostly bamboozled by the biased, self-interested Bruin media parasites.
