It was either a Clive Cussler or Tom Clancy book but we got into some kind of war with Japan and they used a bomb that would paralyze the brain and turn the soldier into a quadriplegic. The idea wasn't to kill but to cause the enemy to create a medical infrastructure that would overwhelm the system.

So I guess a good question would be what does Russia do with all those disabled soldier? I'm sure there are plenty of multi-story structures that offer their kind of a solution.
