$10K per year.
You get 10k for joining, but say you feel guilty harassing and assaulting innocent ppl and you quit after 3 months. You owe DHS $10k.
Say after four years, and you received $40k, but you decided to quite after 4 1/2 years. You owe DHS $40K.
