Google results suggest that the TSA accepts them up to two years into their expiration. But otherwise it establishes that you were a citizen when you got that passport and unless there was a court decision that took that citizenship away from you, that would mean you're still a citizen.

That said, I would be very nervous handing my id to an ICE agent even for inspection because I can perfectly see in my mind that they may simply stick that ID in their pocket and repeat their demand, as if I hadn't already provided it just so they can rough me up and detain me for a while. Because those people are sadistic b*stards and they have some childhood issues that they're trying to work out any way they can. And because if one of them sits on my ID and then says "oh, found it" after some roughing up, what's the downside for them?

Otherwise, what I'm hearing here and there, and it would be good to have some legal minds chime in on that, is that if you're a citizen, ICE has 0 jurisdiction over you. So you can do the regular song and dance you can with any law enforcement official: "Am I being detained/arrested?" and of yes, stay silent and don't consent to a search, if no, walk away. Yadda yadda. The usual stuff that's probably easier to pull off if (a) you actually know the law, and (b) you look caucasian and have no accent so the officers calculate that you're more likely to be a citizen than not. Otherwise, these kinds of legalisms will not stop them from breaking your windows and dragging you to a detention center and beating you up along the way.

In principle if you're a citizen, you don't have any obligation to show an ID or proof of citizenship. But then ... fascists gonna fascists. So what this woman says may be correct on paper, but in real life? It's lottery.
