That's news to me.

If that is the case, why does TCS and Cap Gemini and Wipro have tens of thousands of consultants employed by American companies? Couldn't they sabotage the it and cybersecurity functions of 1000s of American enterprises?

I'm not aware of ANY Russian, Iranian or Chinese consulting firms operating in the US. Because they're a threat.
