Even though it was second and one, there was no guarantee UCLA would get the first down. For instance, the Bruins gained zero yards on second and four.
Also, I don't think the offsides penalty was intentional. If it was intentional, the defender would have just reached across the neutral zone and touched the lineman, instead of trying to get back.
