my natural tendency is to start with a "conspiracy of intent" where distinct agents, each operating on their own agenda kinda fall into each other's actions and an understanding develops in real time rather than something pre-planned, which I think happens far less frequently.
Not ruling out anything but not committing to either approach either until some evidence emerges.
