organization and the manner in which they chose their leaders and what is acceptable or not in that process being guided by their charter (or whatever's equivalent); whereas an election is more of a governmental function whether at the state or federal level. So in my mind, the two don't have the same status from a legal point of view.
But then again, I'm not a lawyer so it's just a wild guess on my part. I may be way off on this.
