Some Palestinians say “from the river to the sea Palestine will be free” which envisions a region without a Jewish state. I don’t think this slogan is always intended that way. Though if Hamas says it the meaning is clear enough.

The most extreme elements of the Settler movement has an almost identical slogan, only using biblical reference to ancient Judea.

It isn’t ambiguity so much as irredentist conflict pushed by the most extreme elements. A two state solution is only viable if both sides agree, and in this instance the extremists on both sides who have taken and cling to power reject the underlying principle.
