SS was a cultural shift for the US.
Pre-FDR, the government wasn't charged to create a safety net for the US. We were all on our own.
Post FDR we see Medicare, regulators like the EPA (which Nixon created), and shared infrastructure built, until Reagan and Clinton when we were all made to feel as if the most important thing we could do for our country was to make the rich comfortable so they wouldn't quit making money.
