on the strength of its domestic leagues for sure. Egypt and South Africa may be the only countries in the continent that have an actual, somewhat viable domestic league.

There are enough clubs in Europe to pick up any country's best, even mid-level players and give them the chance to improve. I mean Cape Verde's Vozinho turns out to be playing in Portugal's second league.
