we have some really excellent women's programs - softball, gymnastics, water polo, beach volleyball, golf
but i still think the answer is to take FB out of the mix and treat it separately. It's just so big - the pure number of scholarships throws the whole thing out of balance - and it's the one that pays for itself (and others).
count and balance the rest under the heading intercollegiate athletics - provide the scholarship and NIL money to them equally. Works out fine. We could actually see the men's gymnastics team back under that sort of a count. But the sheer size of FB throws everything else out of balance
