I’m out way too far over my skis, but why would legislation be necessary? Can’t universities make these decisions unilaterally, provided they are in accordance with the laws. So if, for example, usc football unionizes, ucla sorta has to follow suit or they aren’t getting many recruits.
Thr problem, once again, is we focus on football, but the reality is the women’s water polo team and men’s soccer team and beach VB (which I don’t think is an NCAA sport) also must be paid.
I just don’t think there is enough $$$ to feed everyone, except st a very small number of schools.
