nor the front office. And to me, the problems with the Bears, like some other teams (Carolina) are more to do with the ownership and front office than lack of top level players...and getting more draft picks by trading down won't change that organizational mediocrity.
When I think of the Bears and some other NFL teams with poor top level leadership, I think of the Clippers under Donald Sterling or the Cincinnati Reds under Marge Schott. Even if these teams performed at 100% efficiency, the best they can achieve is mediocrity.
It's the embodiment of the Peter principle in the NFL.
