Yes, to a great degree it is. Most universities are, I believe. I just haven't done the research on Sc or the rest of them.
Stanford gets about $7B a year from the federal government, so one might consider it to be a vassal of Washington DC, not a fiercely independent private school as they'd have us believe.
I only mention this, not to go into this problem but to put the performance of the Ucla Athletic department in context. These people are not capitalists. They aren't business people, they aren't sharp. They're government employees, administrators and bureaucrats mostly concerned with punching a time clock and collecting a pension.
But they're in an increasingly competitive, big money industry called college football and they have no clue what they're doing. They don't know how to compete and it shows.
They keep throwing Ucla football back to square one.
