I imagine if you had like 5 million you would have more than enough to be competitive. I read an article that Michigan currently has about 11.3 and Washington 7.4 million in earnings for their players.
Not sure how you fund that, though. It seems that you either need some wealthy alumni or someone good at drumming up marketing opportunities.
