Rugby rules ban tackling above the waist. The absence of a helmet has nothing to do with "no impacts at full speed with impunity which causes the brain to slam into the side of the skull."

And, what is this "absence" you're talking about. If you go down the "challenge the source" road. Check all the sources you want. Come back with your own youth concussion rates by sport study. You can look high and low, but I don't think you're going to find a study that says that rugby isn't one of the youth sports with the very highest incidence of concussions. And, failing that, it's likely that you'll posit that concussions in other sports are "underreported."

Anyway, if there are no "impacts at full speed with impunity which causes the brain to slam into the side of the skull" (from the ground? from body parts other than the head?) .... well something is causing this (check out the delta between rugby and football)
