Camp David agreement and the beginning of the second intifada, which kicked in after Ariel Sharon's visit to the Al Aqsa mosque. It looks like that was the turning point. After that Israelis began to give up on the two state solution and got progressively more nihilistic about the status quo, and PLO began to lose its credibility with the Palestinian people, which led to a growing chaos on their side.

It can be argued, however, as I would. that Israel was horrible before 2000 as well but it was more a matter of degrees perhaps. The line between really really really bad and horrible is kind of a subjective one so we'll probably all draw it somewhere else. The point is, Palestinians have been living under exceptionally bad conditions for a long time but as their institutions continued to fall apart, the power balance shifted in Israel's favor in a lopsided manner in recent years, and their bad behavior kicked up a few notches somewhere along that line.
