The parents should have NO control or access to the money.
The money should not be accessible to the child until age 58.5 and have perhaps the same early withdrawal exceptions as an IRA.
I would have a voting board with rules much like the Fed that selects the stocks or mutual fund.
Every child should be "forced" to have this account started with seed money, in which more money can be added to it at any time.
