Apart from the fact that Germany had declared war, which is more than sufficient reason for a reciprocal declaration, Germany commmeced unrestricted submarine warfare on US vessels. Germany sent U boats to the East coast where they sank numerous cargo vessels, many within sight of US ports, before escorts, aircraft and coastal convoys could be organized to protect them.
Kind of hard to ignore that, even if you ignore the declaration of war.
