I don't think we can amend it even if our lives depended on it. You can't even get "the sky is blue" amendment passed in this current political configuration.
Which is why we've been playing the game of finding creative ways to interpret what's there instead of proposing an amendment. MAGA desperately wants to kill birthright citizenship, and the only rational way to do that is to pass an amendment. But they know they can't. They don't even try, or talk about it.
That said clearly their proposal is the only way they can muscle their gerrymandering schemes into electing senators.
