Still a miscalculation, I'm guessing. I don't think border states are as much freaked out about the concept of immigration and immigrants as the inland states that have no international border or smaller metropolitan areas. Also, after Pretti, I am not sure that the militia types would be as gung ho about supporting ICE as they did before.
We'll see how it plays out if this is the case.
