He made much of the fact that the shooting victim carried a gun to a protest. When told that the victim did not brandish the weapon and was only capturing the incident on his smartphone, Bissent dismissed that as irrelevant.
So, apparently in his mind, if you carry a permitted gun in an open-carry state to a protest, that is grounds for a lethal response from the government.
