She makes three demands:
1. Turn over all of MN's records on Medicaid and Food Nutrition programs, including SNAP recipients, supposedly to investigate fraud. (IOW: they want the income map of Minneapolis, as an inroad to the ethnic distribution, for eleciton, where a number of seats are up, including, apparently, Ilhan Omar's)
2. Repeal the sanctuary status of the state so that they can use all the existing detention centers, plus be able to go in and interview existing detaines.
3. Turn over the voter rolls, supposedly so that they can see if the state is complying with the 1960 civil rights act.(So yeah, for voter intimidationm, actually.)
All this puts this whole ICEstapo pressure tactics in context.
