Minnesota allows open or concealed carry with a permit. I don't know that they asked to see his permit before that happened. I wonder if they even knew that he was carrying a gun. I wouldn't put it past them that they planted it after he was shot.
I have a hunch that the victim was black and he was not sufficiently deferential to ICE agents, and that's what got the whole thing started. Nazi wannabes don't like members of inferior races talking back at them.
