All because they wanted to keep New Orleans from flooding. This "protect the quarter" action flooded out a lot of farmers. Being only 30 or so years out of slavery, a lot of black folks still worked on the farm. The government built a lot of tent camps for people to stay during the flood. A lot of the black farmers (or most likely farm workers) decided due to the hostility, the bad weather and the limited opportunities it was time to head north. When the farm owners heard about this mass exodus the pleaded with the government to make them stay in the camps. Hoover said sure thing, and under penalty of death, none of the black farmers were allowed to leave. After this action, there was a massive shift from black folks who were republicans, to the democratic party. FDR was the next prez.

So, while Canada might seem the best path to democracy, don't be so sure they will allow them to leave.
