Too long to post but if you read Heather Cox Richardson's post about it on FB she spells it out.
Witkoff doesn't use a note taker and he doesn't speak Russian but he apparently thought he'd found a "backchannel" to Putin that gave him this great info. He told Trump, who announced on TS they were meeting on the 15th. Witkoff did this on the 6th, the "deadline" for Russia was the 8th, so Trump bailed on that because of the bad info
