He was literally accused of cooperating with a prosecutor to falsify evidence and hide exculpatory evidence in the prosecution of protesters charged with crimes from the 2017 inaguration protest.
Pemberton was not formerly charged but they alleged in court the Prosecutor intentionall and falsely claimed responsibility for things Pemberton had actually done because Pemberton ran the unit that made the arrests and if his involvement in falsifying charges had been confirmed, the entire case would have been thrown out. So the prosecutor took the blame

According to the complaint, Kerkhoff Muyskens, the attorney, withheld evidence from defense lawyers and worked with D.C. police officer Gregg Pemberton to edit videos of individuals planning the protests.
The complaint further alleged that when defense counsel questioned edits made to video evidence, Kerkhoff Muyskens falsely claimed responsibility for the edits, asserting that Pemberton was not involved.
Pemberton was the lead detective on a mass arrest of individuals rioting during the Presidential Inauguration in 2017. He also serves as the Chairman of the D.C. Police Union. It is important to note that Pemberton has not been charged with falsifying evidence.
