This was something I wasn't sure about, thinking whether this was an act of anti-tech reaction, but no. Taylor Lorenz explains in this video that Waymo (a) has a 360 camera on top that records everything on the time, (b) They share that data with the LAPD, (c) they are becoming part of the ambient surveillance network that's being built around us.
So, now I get it.
If and when we get past this autocratic period and we need to build the second republic, there is a lot we'll need to think through (in addition to all the structural things I constantly talk about). Among them is: the ground rules for data sharing and privacy, ground rules for what kinds of data can be shared with what kind of institutions under what kinds of conditions (hint: we need a specialized court system that regulates the process).
