I believe it is to get the soldiers used to the idea of being called out to patrol American cities and to get Americans used to the idea.

Than way it will seem less glaring when he declares martial law and cancels the elections in November of 2026 or November 2028.

Yes, Trump may not think that far ahead, but he has people around him who do.
