Ethnicities don't have their distinct flags normally

And that creates this ambiguous situation where the Mexican flag stands for the nation of Mexico and Mexican ethnicity simultaneously. I think that's the crux of the problem, and the true solution is for ethnic groups to develop their own flags that stand for them as a group that are distinct from, say, some nation that lies on the other side of the border.

I think that would clear the bad optics issue in the absence of other symbolisms (Palestinian keffiyeh comes to mind, for instance).
