I suspect the Trump Administration may be attempting to provoke a violent confrontation, and then use it as an excuse to exercise emergency powers. And who knows what he would do with emergency powers - perhaps even suspend the mid-term elections.
OTOH, perhaps the ICE raids are mostly designed to bolster Trump's tough-guy image. DJT has always been a publicity-hound.
So, those raids serve dual purposes.
IMO, the biggest story has been overlooked: the ICE actions have been picking up mostly dishwashers, nannies, and day-laborers. Most of the violent criminals that had been Trumpeted had been previously picked up during previous administrations (mostly Democratic ones).
