A clone is just like any other biological twin. They have to start from the top. You can't create a clone that's already aged. Cloning is not 3d printing. So if there's a Biden clone created in 2020, he's 5 years old right now.
(Also, just as a sidenote, they can't have the memories of the person they're cloned from. In case that's also part of the theory.)
