Some of this is just his flood the zone policy so people don't notice the horrible stuff he's doing. But I absolutely think he believes lots of this stuff is real
Again lots of reports that a few days ago he was asking aides if DOGE had been bullbleep all along after finding out they wasted more money than they saved. Like he apparently REALLY believed what Musk was saying about money being saved and all the fraud with social security etc.
